Elissa Cobian (she/her)

Elissa grew up in San Diego and attended the University of California Irvine for both her bachelor’s and master’s degrees. Elissa graduated with a master’s degree in public policy. Elissa has worked extensively with community organizations to deliver essential services focusing on food security and basic needs for low-income individuals and families. Elissa's early career was centered on managing government assistance programs and fostering collaboration between local organizations to ensure vulnerable populations received the support necessary to thrive.Throughout Elissa’s career Elissa has focused on leveraging the power of collaboration and community-driven efforts to create meaningful change. 


Currently, Elissa works for the County of San Diego’s Public Safety Group. Elissa works with a diverse range of stakeholders including health professionals, justice reform advocates and community leaders to advance the County of San Diego’s alternatives to incarceration initiative with an overarching goal to develop recommendations to safely reduce jail populations and promote alternatives to incarceration. 


During her free time Elissa likes to spend time with her family and friends explore new hiking trails and trains in jiu-jitsu and boxing.
