Andrew grew up spending summers with his family in Tijuana and throughout Southern California, and he holds a bachelor's degree in Spanish from the University of Mississippi. Prior to his current role as Senior Community and Binational Affairs Advisor under Chairwoman Nora Vargas at the County of San Diego, he worked as a bilingual assistant manager in offices across South County San Diego, and as a Community Engagement Coordinator for the Chicano Federation. 

He worked on various performance-based grants that aimed to increase participation in the Census and voter registration. He is most proud of being able to build trust and see improvements in communities through the work that has been accomplished.
